In 2015 RFE was selected by the City of Aspen Water Department to design a replacement line for the 6-inch cast iron line that looped in Roaring Fork Road. The section to be replaced totaled 2,200 linear feet. The main challenge of the project was the narrow utility corridor, as a result of mature trees and the private encroachments in the ROW. The corridor contains all major wet and dry utilities and a force main owned by the Aspen Consolidated Sanitation District. RFE met with all utility providers to gain insight to their needs and incorporate them into the final documents. We employed a local contractor to work with RFE on pricing to ensure that the project was adequately funded.
In addition, the team was tasked to create a design that maintained both water service and access throughout the installation of project. Working together with City staff from both Water and Engineering, RFE designed a phasing, filling/testing and construction management plan to be part of the bid documents, providing a baseline for the chosen contractor to work off. The road reconstruction specifications, item numbers, and bid tabulations were written in CDOT format, containing both standard and project special provisions.
